1. Preheat the oven to 200°C/400°F. Sift the flours and salt into a mixing bowl, adding any bran left over from the flour in the sieve.
2. Crumble the feta cheese and rub into the dry ingredients. Stir in the chives, then add the milk and mix to a soft dough.
3. Turn out on to a floured surface and knead lightly until smooth. Roll out to 3/4 inch thick and stamp out nine scones with a 2 1/2 inch biscuit cutter.
4. Transfer the scones to a non-stick baking sheet. Brush with skimmed milk, then sprinkle over the cayenne pepper. Bake in the oven for 15 minutes, or until golden brown.
