1. Sift the flour with the salt and baking powder into a mixing bowl.
2. Rub margarine into flour until mixture resembles fine breadcrumbs.
3. Mix in 3 1/2 tablespoons sugar.
4. Beat in the egg and enough milk to give a fairly soft, but not sticky, consistency.
5. Turn dough on to lightly floured board and knead gently until smooth.
6. Roll out the dough to 1/2 inch thickness.
7. Using a plain 2 inch cutter, cut out nine rounds. Using a much smaller cutter or a knife, cut out the centre of the rounds to make rings. Re-roll centres and make more rings.
8. Fry the doughnuts in a deep pan of hot fat or oil for 5 - 7 minutes, or until golden brown and crisp.
9. Drain doughnuts on soft kitchen paper and toss them in rest of sugar. Eat the same day, hot or cold.
